CHINA WILL INTRODUCE POLICIES AND MEASURES FOR LIFELONG VOCATIONAL SKILLS TRAINING

The transformation from "made in China" to "intelligent" manufacturing in China is inseparable from a number of high-quality skilled practitioners. An executive meeting of The State Council on Thursday decided on policies and measures to introduce a lifelong vocational skills training system to improve workers' quality and promote high-quality development.


For a long time, China's skilled personnel team has provided strong support for social and economic development, but there is still a structural contradiction in the labor market of skilled personnel shortage. It was pointed out at the meeting that to promote economic transformation, upgrading and high-quality development, advanced equipment should be the foundation, and the quality and skills of workers should be improved. Therefore, the establishment and implementation of a lifelong vocational skills training system, with the goal of promoting employment and entrepreneurship, provides inclusive and equal lifelong vocational skills training throughout the whole process of study and career for all urban and rural workers, and integrates the spirit of craftsmanship and quality awareness into it, will be conducive to alleviating the shortage of skilled personnel and improving the total factor productivity. We will move the economy toward medium-high end development.


Faced with the current problems, the executive meeting of The State Council made the following arrangements:


First, give full play to the principal role of enterprises, meet the needs of industrial upgrading, and support enterprises in carrying out large-scale vocational skills training by means of government-subsidized training, enterprise independent training, and market-oriented training. A new type of apprenticeship system will be fully implemented, and skills training will be provided to new employees recruited and transferred by enterprises.


Second, focus on training highly skilled personnel, focusing on strengthening the training of senior technicians. The Ministry of Education, the Ministry of Finance and the Ministry of Human Resources and Social Security should promptly study measures to support enterprises in skills training and speed up the cultivation of highly skilled personnel.


Third, we will extensively train college graduates, the new generation of migrant workers and other key groups in employment and entrepreneurship skills. We will promote the linkage between vocational skills training and academic education.


Fourth, we will improve the professional competency-oriented personnel evaluation and skill rating systems, formulate a method for skilled workers in enterprises to participate in the distribution of their skills according to their contributions and innovative achievements, and encourage the creation of wealth and income through skills.


Fifth, we will vigorously develop civilian-run vocational skills training and encourage enterprises to set up vocational training institutions.


Sixth, we will increase funding for vocational skills training and establish a mechanism for diversified investment from the government, enterprises and society. All government-subsidized vocational training programs are open to qualified vocational colleges and training institutions.


Seventh, strengthen training quality supervision, implement catalogue management for vocational skills training public service projects, and improve the training performance evaluation system; We will use more high-quality and efficient vocational skills training to build a team of highly qualified and innovative industrial workers.


Industry insiders believe that a number of measures put forward at the meeting, involving enterprises, universities, society, government agencies and other factors, show the importance of the CPC Central Committee and The State Council to skilled talents from multiple dimensions. Indeed, difficulties in employment and recruitment are still a major problem preventing China from further developing into a manufacturing power. However, a combination of measures and detailed implementation can effectively coordinate the structural contradictions in China's job market, create a good social atmosphere, and enable the spirit of artisans to better help China's economic transformation and upgrading.
